pa2 to siura flashed clid cannot get it to work

cannot get it to work clid

using voipcheap on line 2 and sipgate incomming on line 1

just cannot get it to show my pstn land line number calling out

says withheld

can anyone help

No caller id on others phones when i call using pa2(aka spa 1001)
